Procedure for dealing Private siding Proposals
The private siding proposals are processed as per Liberalized Siding Policy (Railway Board’s letter No. 99/TC(FM)/26/1/Pt.II dt: 30.01.12 and subsequent corrections RB letter No 2012/TC(TC)/18/24 dt: 20.03.13 . The main steps are as under:
I Application for RTC : (Guidelines issued by Railway Board vide letter no 2001/TT(I)RTC/Review/14 dtd: 09.12.2004, 20.06.2008, 10.07.2008, 20.04.2012, 30.04.2012, 23.07.2012, 25.09.2012, 14.08.2013, 26.09.2013 and 11.11.2013 to be followed)
(i)Application along with conceptual sketch and prefeasibility report is to be made by the party to CTPM for issue of RTC in the prescribed proforma along with a non refundable deposit of Rs 15000/-. Party may appoint a consultant approved by Railways for dealing the siding matters. List of approved consultants can be obtained from PCE’s office.
(ii)Planning branch of COM’s office shall examine the proposal on the basis of prefeasibility report and concept sketch. The proposal is examined in view of operational feasibility, traffic offered, and impact of the project on railway’s plans for future development and other future projects in the area.
(iii)If the proposed movement is within the zonal railways the RTC is issued by the Railway otherwise remarks conveying the feasibility of the project are forwarded to Railway Board for issue of RTC as the case may be.
(iv)RTC is issued by Railway Board to the party endorsing a copy to concerned Railway.
(v)If RTC is not required as per Railway Boards letter mentioned above, then only Originating/Destination flows of traffic offered are examined for giving ‘In Principle’ Approval to the proposal.
II Application for grant of ‘In Principle’ Approval
After RTC is issued ‘In Principle’ approval is conveyed to the party based on the conceptual sketch finalized by the Railways .
III Submission of ESP and DPR to division for divisional approval
(i)Party to submit 7 copies of the ESP and DPR along with codal charges to Sr Divisional Operation Manager of the division. Initially minimum of 1% of the cost of the estimate to be deposited as part payment of codal charges. as per extant rules.
(ii)Circulation by Sr DOM to all branch officers for approval/observations
(iii)After compliance of the observations in the ESP/DPR the approval is given by all concerned branch offices and DRM to the ESP/DPR
IV Submission of ESP and DPR to Headquarters for approval
(i)Division will submit 7 copies of approved ESP/DPR to CTPM for further processing.
(ii)CTPM’s office will circulate the copies to concerned PHOD of HQrs viz: CME, CEE, CSTE, CCM, CE(Works) for observations/approval.
(iii)Compliance of observations of different departments has to be made by the consultant/party.
(iv)Operations branch will also examine the ESP and suggest changes in the station and siding layout as required for smooth and safe movement in the siding.
(v)After receiving the approval from all departments including operations department, , the corrected ESP is submitted to CE(Works) for examination and conveying final approval viz Pucca number
(vi)After Pucca number is issued, the copies are circulated to concerned departments at HQrs and also forwarded to the Sr DOM who will circulate the ESP to all branch officers.
(vii)Party is advised to submit the second installment of 1% of total codal charges based on the estimates. Thereafter the pucca number is conveyed to the Party
(viii)Thereafter confirmation of common user facility is conveyed by CTPM. and land licensing proposal is processed through PCE office.
V Execution of Work and commissioning of the siding
(i)Party can execute the work themselves under Railway supervision or through Railways (as deposit work) or by the approved consultant as per extant rules.
(ii)Party will submit the balance codal charges after submitting the detailed estimates which will be vetted by Accounts. A final DPR will be made by the party incorporating all the above details as well as the vetted estimates and should be submitted for scrutiny and office use and record.
(iii)After completing the work as per the ESP /DPR, Inspection and issue of completion certificate will be done by the concerned authorities at Divisional level.
(iv)Signing of agreement will be done with the Commercial department and thereafter ARN will be issued by Commercial department and siding will be commissioned.
